udev Regeln für interne Kamera und Logitech

Moinsen alle zusammen.

Ich hab ein problem mit meinen Webcams.
Ich versuche über Motion eine Überwachung hinzubekommen und würde dazu gerne zwei Kameras verwenden.
Einmal die interne Kamera vom Laptop und einmal via USB angeschlossene Logitech.

sie werden auch erkannt siehe lsusb

starte ich jedoch den server wird entweder die interne oder die externe Kamera erkannt und verwendet
es läuft dabei jeweils auf /dev/video0 bzw /dev/video1

so ganz hinter gestiegen bin ich nicht, da es komplett willkührlich passiert. kann server neustarten und dann ist die aktive Kamera wieder eine ganz andere

hab jetzt versucht eine udev Regel zu schreiben unter /etc/udev/rules.de mit den namen 99webcamIntern.rules

hab die rules auch mal in einer datei zusammen geschrieben und in der hierarchie via namen auf 00webcam.rules genannt
aber es wird einfach kein webcam im dev ordner angelegt

Woran könnte das liegen bzw wie kann ich die regeln überprüfen auf error msg oder so bzw wieso wird Standardmäßig nur eine webcam erkannt und benutzt.
falls zusätzliche Infos gebraucht werden kann ich diese natürlich nachreichen

hab jetzt noch bissel was modifiziert indem ich die rules nach 00Logitech und 01Intern umbenannt habe

und bei udevd --debug kommt kein fehler trotzdem wird im dev kein /webcam1 und webcam2 angelegt
hab ich was an der Syntax falsch gemacht, da es gar nicht zu gehen scheint.
selbst die aktuell laufende kamera ist noch unter video0 bzw video1 aufzufinden
